If you are only dealing with low-impedance sensors in a quiet environment, an unshielded twisted pair can work, but most monitoring crews prefer the extra margin.
Yes, that is exactly what they are built for. The standard jacket is polyurethane, which does not become brittle in cold water and resists hydrolysis better than PVC.
